In a groundbreaking development for urban air mobility, the United Arab Emirates' General Civil Aviation Authority (GCAA) has approved the design for transforming the Abu Dhabi Cruise Terminal helipad into a hybrid heliport capable of accommodating both traditional helicopters and electric vertical take-off and landing (eVTOL) aircraft.

The approval marks a significant milestone in aviation innovation and positions the UAE as a global leader in advanced air mobility infrastructure. During a formal handover ceremony, Aqeel Al Zarouni, Assistant Director General at the GCAA, presented the acceptance certificate to Nikhil Goel, Chief Commercial Officer at Archer (NYSE:ACHR), and Captain Ramandeep Oberoi, CEO of Falcon Aviation Services.

The heliport transformation project is a collaborative effort between Archer and its infrastructure partner Falcon Aviation, in alignment with the UAE’s ambitious vision for smart mobility and sustainable transport. The upgraded facility at the cruise terminal is set to become the UAE’s first operational hybrid heliport, designed specifically for early-stage commercial air taxi operations. Initial service deployment is expected in partnership with Abu Dhabi Aviation (ADA).

This announcement also cements the UAE's position as the first country in the world to establish regulatory standards tailored to hybrid infrastructure. These new frameworks are designed to facilitate the safe, efficient, and interoperable use of heliports by both helicopters and eVTOL aircraft. After extensive industry consultation, the final version of these standards is slated for release by July 2025, paving the way for a unified air mobility ecosystem.

As part of the transformation, the facility will be equipped with state-of-the-art charging systems and enhanced safety protocols to support eVTOL aircraft. By upgrading an existing helipad rather than constructing a new vertiport from scratch, Archer aims to expedite operational readiness while leveraging established aviation regulations, infrastructure, and urban zoning.

The cruise terminal location was strategically chosen due to its high foot traffic and proximity to major tourist attractions. Welcoming over 650,000 visitors annually, the terminal acts as a critical hub for leisure and cultural activities in the capital. Once operational, the hybrid heliport will offer seamless aerial access to key destinations such as the Abu Dhabi Port, the Louvre Abu Dhabi, the upcoming Saadiyat Cultural District, and the iconic Corniche waterfront.
