Granite Construction Inc. (NYSE: GVA), is one of the largest diversified construction and construction materials companies in the United States. The company operates across a range of civil infrastructure sectors, including transportation, water resources, and utilities. Granite provides services through both traditional and alternative project delivery methods and has a national footprint with operations serving both public and private sector clients. 

The company in joint venture with Contri Construction Company, has been awarded the preconstruction contract for the Paradise Hills Construction Manager at Risk (CMAR) Project. The project is part of the Southern Nevada Water Authority’s (SNWA) long-term Horizon Lateral Program, designed to enhance the region's water delivery infrastructure, improve system reliability, and introduce regional redundancy. The joint venture, named Southern Nevada Construction Partners (SNCP), was officially selected for this assignment by SNWA. 

The Paradise Hills CMAR Project represents a significant infrastructure development for the region. The scope includes the installation of approximately 22,000 linear feet of 120-inch steel water pipeline, involving trenchless crossings beneath critical assets such as an existing 108-inch waterline, Interstate I-11, and Union Pacific Railroad tracks. The pipeline is designed to include multiple valved outlets to support future connections to Boulder City, the City of Henderson’s Reservoir R-8, and the Horizon Lateral pipeline. 

A major component of the project is the construction of a new pumping station with a capacity of 65 million gallons per day (MGD). Initially, the station will operate at 35 MGD. The facility is set to include a single-level pump building with mechanical, electrical, and disinfection systems, surge protection, flow metering, and advanced control systems. The development will also incorporate site grading, perimeter security measures, and landscaping adapted to the local desert environment. 

Under the SNCP joint venture, Granite will take the lead role in delivering a wide range of construction activities. This includes clearing and grubbing, excavation and backfill for structures, concrete work, roadway demolition and restoration, as well as the full construction and equipment installation of the pumping station. Meanwhile, Contri Construction will be responsible for installing the 120-inch pipeline and associated infrastructure. 

According to Don Sawyer, Area Manager at Granite, the project reflects the combined experience and coordination of the joint venture partners. “Through SNCP, we’re delivering a future-focused water infrastructure solution that supports Southern Nevada’s evolving needs,” Sawyer said in the announcement. 

The preconstruction phase of the contract is expected to conclude by December 2026. Construction is currently scheduled to commence on January 4, 2027, with final project completion targeted for January 2030. Granite estimates its share of the construction contract to be valued at USD 240 million. 

The Paradise Hills CMAR Project is one of the central components of SNWA’s Horizon Lateral Program regional initiative designed to diversify and expand the water delivery system for Southern Nevada. The goal is to strengthen the area’s ability to meet long-term demand while creating alternate routes for water distribution in case of system disruptions.
